City number 52 on an OCN 40 map would gain no benifit from a courthouse since that would simply up the OCN to 50.

Seems to me that Japan is a bit strong in the WWII Pacific Conquest.
I just beat Sid difficulty in 8 turns! That seems a bit on the easy side, when teh scenario is designed to run for 50 turns.
Even against other human players, Japan is still very strong.
Anybody have any thoughts...
Have been trying to play a play by mail version of the WWII conquest scn, but have encountered several problems.
