More complex diplomacy with other civs, more advanced espionage system, more aggressive AI towards their winning conditions, more units, more difficult game in general with less exploits (like the trade for gold etc)

1) Better AI who is pursuing victory actively. We need to be surprised, we need even to lose at higher difficulties without even meeting someone (imagine that!) In general, a more difficult game
2) I love the districts but some of them, they need a buff (e.g. Aqueduct, Dam...
My preference would be to have something like that: a) Domination (where you conquer a part of global population and part of globe's size - thats more realistic), b) Science (with a bit of different way though and not just a space race - a more complex system with inventions, technologies...
