Lorewise, the reasoning is that the old god of Winter was just recently killed, so the whole sphere is kind of unfocused at the moment. Opening up Ice once, say, The Draw was completed might make sense.

If I get a unit with the crazed promotion from searching a lair, I sometimes remove it. I often justify it by trying to get the unit to the Pool of Tears and reasoning that Sirona's probably the mental healer of the world right now.

I'd be careful about putting Letum Frigus really near to the Illian lands, as it gives them the Aggressive trait if they get there first. Maybe you could move it so that it's nearer to other civs, but still accessible if they sprint there.

The Sidar are related to the Malakim in that the Sidar stole the Heartstone from the Once-Elves, and the Malakim are led by Varn, who is a Once-Elf. They don't really need to be near each other, as the Sidar could probably have sent a thief from half the world away to steal it, and Varn could...

I just rather wish that the towers were set so that they only ever appeared on hill tiles, as they end up a little useless if they're surrounded by forests. Perhaps they could also add a random event that can only trigger when you have a unit on a tower, where they get Perfect Sight or maybe...

You could always give him Orthus' Axe or a Great Commander and let him mop things up. Or you could pray that he gets dinged by a Spirit Guide passing on. If you kill and resurrect him him he'll start at level one, which might help.
