    No, there are unit costs. But I wouldn't pay too much attention to them. I would build as many units as are necessary to achieve your goals (and maybe a few more for emergencies). If you start losing money then increase your commerce (or gold) somehow.

    Negatives are not that huge. Sounds like you are whipping about 50 times less often than you should. Assuming the goal is maximum efficiency (without regard to morality). In mutliplayer it is beyond crucial, of course.
