Civ5 requires Steam in any case, sorry. You need it to launch the game, no matter what are you going to do.

The thing is... do you really believe theyre going to just give you a piece a paper with a code in exchange of your money? No steamworks game has ever been sold that way. They sell a normal dvd with all the necessary files for an install. You just need internet for activation afterwards...
