    The only time I ever found myself building it (outside of cultural victories, of course) was in a protracted culture war. I suppose you could also use it to help bring semi-distant resources into your cultural borders without settling a new city near them.

    Go west, and then rush Huayna Capac with chariots to secure the copper site. Securing copper is very important, unless there's iron available -- but you don't know if iron is available, so best to play it safe.

    Well, if you know where on the map the city is, you can click on the minimap to instantly scroll there. I'm not aware of any other ways to move the view around, but I've hardly done an exhaustive search of the command list.

    Withdrawal is also useful for attacking cities without siege. Your first few attackers are unlikely to win, but if you give them Flanking II, they have decent odds of surviving, and they'll have weakened the defenders so that your followup attackers can win.

    The same goes for workers, incidentally. The conventional wisdom is to build a worker first, then build other things (e.g. warriors, barracks, work boats) until the city is at least size-3 before building your second settler.

    Playing Imperialistic leaders

    Especially since Charismatic makes Monuments give +1:). So early game, you're running around with cities that can get 2 more population points than anyone else can, which can be quite significant. That's extra happy for whipping, and at the very least it makes running specialists easier.
