What about a unique missionary that grants a tourism boost instead of/in addition to spreading religion? I'm not too sure about how this might fit Brazil historically, but something about their kit makes me think a more active tourism mechanic might fit.

I don't have a whole lot to add other than I agree that Austria has never felt like a fun civ to play or play against.
Maybe we could do something with the new spy mechanics? Perhaps add the ability to assassinate Habsburg royalty in a CS and thus remove the marriage benefit?
If we integrate the bonus based on strategic resource availability, would it be possible to also make some user-friendly notifications when that bonus is/isn't being met? Another thought is whether the AI could be taught to reserve it's unused strategics, and whether there could be a way to keep...

Wouldn’t this make movement along a road beside a river very fast? It feels thematically wrong to me too - rivers don’t make you faster on land, they let you bypass otherwise difficult terrain by being on them. Land movement bonuses and penalties shouldn’t have any effect if you’re a skilled...
I see an argument for War Canoe and any other ignore terrain cost abilities to not stack with movement increase abilities. Get the greater of the two if both apply.
Concerned that the raze - resettle bonus conflicts with the proposed change to lebensraum. I can’t help but feel the lebensraum change leads to bad outcomes for Spain.
This overlaps somewhat with the proposed change to Polynesia’s embarked vision proposed in 8. It would have the unusual effect of giving scouts more visibility when embarked than when on land I think. Could be interesting.
I like everything but keeping land from razed cities. That feels like a significant departure from existing mechanics and might be confusing for the AI. Wish this had a counter-proposal.
I’m one of those who voted for all. Couldn’t rationalize the practical impact of any particular percentage, and as long as it’s 2:1 or more I’m fine with whatever the community wants.
