Yes, it is 2% on Huge for me as well. The idea that this is a tall/wide issue that some people insisted on drove me crazy when I first posted this in a thread before the last patch.
I'm far and easily ahead in that game, I have no trouble with the difficulty. If myself and the Prince AIs are as far behind from historic dates as we are in that save and any number of other Prince games that can be posted, this is a brand new phenomena with Marathon games unlike Marathon games...
Here you go. I've played some more, it's the 1920s close to turn 1000. As tech leader I'm pulling away from most civs yet I'm still in the Industrial Era with recently teched Riflemen and Cavalry while the rest of the world is still using pikes,crossbows, and muskets.
Would you like a save? This problem has been exclusive to BNW; not Civ4, Warlords, Beyond the Sword, Civ5, nor Gods and Kings. Obviously, the remodel in BNW is the only change so it is an issue of scaling.

I'm playing Venice and I just took my fifth CS which are all developed. (I have five total settlements, 19th Century). The number of cities has little impact, some of the most advanced Civs are much larger than mine. The problem isn't MY tech growth specifically, it's the tech level across the map.
One possible factor may be trade routes seem to give a disproportionately small amount of beakers. As little as 7 out of 269 total as Venice; at best most routes yield 1-2 and zero most often.
As the game progresses and techs become more and more expensive, trade beaker yields do not scale at...

If it's anything like my game, you'll start noticing it soon. Industrial era happened for me ballpark the same time as you, it's quite late for the Industrial era to begin.
