Unfortunately it seems to be caused by Size Matters (not SMU). I was using the Size Matters option before. After starting a new game without it, all building options for subdued animals have returned.

SVN 8116 All units with Ignore Movement Cost (trained dogs, rogues) have taken a huge hit in their movement, they're absolutely useless now. Even one tile of grassland depletes all of their moves (3 in case of the dogs). Every other unit seems ok.
