Tried that and was heading for a low 90's victory. Problem was, I left Shaka for last and he had a bunch of troops in the way. Didn't have time to squeeze another in.

First try was a leisurely T136 victory. Got a much better center top start 2nd time around and managed a T100. Pretty straightforward, not much else to do than what JoeSham says above.
Can't figure out how you found 18 cities in 111 turns, with no science yet getting to Civil Service. That's a city every 5 turns, basically. At standard speed, I'm hitting 13+ turns. I know I'm a horsehocky player, but best I can do is about 7-8 at that point.
