I tried this multiple times today with Byzantium, Ethiopia and Egypt. Followed your instructions to the letter with the exception of modifying early techs to grab luxes. Observations: 1. Couldn't pull this off. Best attempt I had 68 tourism and it was nowhere near gaining me the culture...
