I also remove the AI's free scout. I feel the AI already does really well in the early game, they build faster and they expand faster so i prefer removing the scout but play at a higher difficulty because that improves their late game which is where they tend to struggle.
One thing i don't like about tectonic is that it creates a lot of land near the poles which becomes basically useless for any Civ that starts close to it due to all the snow.
That's still strange though. Even if Austria didn't have enough votes to win it shouldn't sell his world leader votes since that could allow the other civ to win the game and Austria automatically losing.
Do you have military units garrisoned in your cities? That reduces crime too. If you have Great admirals just sitting around use them for voyages to get extra happiness.
I had this quirk in my 9/12 game as well. Siam asked me to help them by providing them silk and i accepted. When that ended they kept pestering me to trade them silk for nothing every single turn.
There should be a good reason to change core gameplay mechanics, if it truly helps you make the AI significantly better at siege tactics then i would say go for it. But is it possible to test these changes in a separate VP beta build or something?
Can't the incas just get some bonus yield on hills next to mountains that have resources or something(kinda like the old japan culture bonus from atols and fishing boats). It's thematic and makes up for the potential terrace farm you lose.
Yeah it's very op. Especially if you're playing a military civ like zulus or japan. In my opinion it should just heal 5HP and not trigger promotions like medic and survivalism.
Also having other NW giving promotions could also help balance things out.
