...I was a little disappointed when they said "You have advisers" I imagined Civ2 advisers (Woohoo an Elvis impersonator is telling me to do something) but something like that is splitting hairs.
As for the AI, it has it's moments of brilliance. One game an AI was facing total annihilation...
Great Generals have the upgrade called "Leadership", every unit around it in a 2 square radius has a 25% (or 45%) attack bonus. You see this in effect when you try to attack something (See the % modifiers... Unless you have so many it's bumped off the list).

Ah yes, I love that trap. It's even better when you've had a golden age for so long and concurred so much that your Puppet Cities have built so much junk that your about you collapse from upkeep.
Not to mention the awesome real life historical similarities :) (I think)
If you wanted to skip the challenge and the fun bits by cheating (A little, I would more call it creative use of game mechanics :)) you could expand and play as though it was a regular game (With your goal of a cultural victory, of course) and when your one turn away from finishing the Utopia...
...And I have another 400 waiting to be traded, 130 already traded to the AIs.
Oh how those AI's thank me for such generous gifts.
