Russia also rejected it as it is anyway. Someone on the US side made a mistake when copying/translating the Russian demands and the plan ended with twice the allowed army size for Ukraine than what was asked in 2022.

I'm not so sure, and even so only the US has the ability to get air supremacy over Russia. And I would not bet my future on the US helping Europe.
