I wan't to make there unique unit replace the warrior and be weak as hell, and have them unable to tech anything other than fishing and hunting, but looking through the files I can't figure a way to block them from developing technology.
i'm trying to encourage expansion via conquest rather than AI cramming new cities in every tiny little gap, but I don't want to make settlers go obscelete half way through otherwise you could be completely screwed if you find you have no oil/alluminium and you can't gain any via conquest...
as it is domination is way too easy, especially if its on a coast. 2 battleships and 1 unit can take down a civilization thats 75% of the map in a couple turns. Its a little harder if its in the middle of there empire but you can beeline too it ignoring other cities and whittle down there army...
Every game i've been in one AI steamrolls the others and controlls 70% of the map. I figure I make citties do more damage or have greater range then the attacking AI will lose or injure enough of his army that he cant take another city for a while.
Additionally, do walls and castles buff city...
