I have the Unofficial Patch and Thals Balance combo installed. Downloaded and installed using the in-game mod menu.
This has happened to me on every version of the unofficial patch I've tried. If I comment out the unofficial patch folder then the game works OK.
Attached is a screen shot...
I have the same problem. I'm currently trying to decipher which parts are causing it.
Disabling the Unofficial patch will fix it for now.
Put a _ in front of the patch folder so that the mod only launches the balance portion.
Example:

I'd like to see a mod that gives info screens wide screen support. Specifically 1.6:1 ratio like 1440x900.
As it is right now, when you play the game at such a resolution the info screens only show up in the middle. Since most info screens are cramped anyway, I'd love to see a mod that uses...
City, continent, or nationwide fear of a particular building for x number of turns.
Banks feed well into this scenario.. Maybe it would pan out like this:
The citizens of {London} are fearful that {Banks, Hospitals, whatever} are infringing on their personal security.

Birth control here looks like just an expansion of sufferage where women are in the workforce contributing and are recognized as some of the great minds of the age.
To balance the other civics, birth control should lower food production across the nation to mimic the lesser growth.. These days...
I too would like to see this as a random event, but actually more for making eras last longer instead of quicker wins. Dramatically stopping research at the end of each age and focusing on military until something gets discovered that opens the new age... That would be quite fun :)
I'm still hoping you can incorporate a few more mods (cross my fingers)

Diplomatic Victory Movie...
in R:TW the 3D battles took place in a seperate part of the program that required unloading the world code and loading the battle code into memory. If done correctly there will be no slowdown of the system.. But thats the catch right there.. Things are rarely done correctly when the programmers...
Time for a new computer. The resource conflicts would go through the roof, and you would get unexplained errors for memory accesses even if the game actually runs.
Actually I prefer the buggy way.
I want to see immediately who wins the fight so I can set up my strategy for the next attacker, but I also want to watch the fight animation because its fun.
While it would make a good game to combine the best aspects of both, the game would also be such a massive undertaking that it might never be released even if it was tried.
On the complete opposite of the spectrum, I dream sometimes of having Civ incorporate the detail and scale of the SimCity...
