The best feeling in the world at the beginning of a crowded map is finding a tribal hut with a settler in it... definitely gives you a huge advantage if you can support three cities while everyone else is still trying to build their first settler.

That's a good idea- I do that sometimes- I may send a few of my experienced units over there just to gain some extra XP- but only if things are going very well in our favor.

In addition to MSTK's statement- the Great Artists can provide 4,000 culture points... Just move the Great Artist to the city you want to "bomb" and pick the icon with the painting in it. You'll automatically get 4,000 points added to city's culture total. Otherwise you'll get added culture...
