You could even add problems with irrigation, and then other problems with farmland as the civ developes. Mining could evolve into deep core mining, etc and have similiar and more negative effects too. Good idea.

The nukes dont seem to be much of a deterant whenever I build them, even if the other civs dont have the tech. So when I launch afew from my subs, they just get mader and there's no peace. This really sucked when I was building my spaceship. Something like the Cold War policy of M.A.D...
