I had the same thing happen on immortal where the AI would not rebuild it's sabotaged spaceport. Which is sad

As a reference, I just finished my first science victory at immortal, and I was researching my last tech before future tech. I only used one GE (the one that gives 1500).

I think they are definitely worth it, as they keep the level and promotions of the highest levelled unit. New units can be merged with high level ones to pimp them. Level 4 battleships armadas FTW
