Since I have a somewhat dominant world religion, is it better to use additional Great Prophets spreading my religion, or consume them to create holy sites?

What if I was close to Influential on one city-state? How could I go about specifically targeting to gain influence on that state? A trade route? Fulfilling its demands as they pop up? Anything I'm missing?

Why can't you send great prophets to foreign civs? I've got my cities all loaded up on my religion and would like to spread it to other civs, but I think missionaries are the only unit capable of that. Why is this?
