I have only ever seen the AI use artillery offensively once. A stack of 6 arty and one cavalry invaded my territory. The cav commited suicide and I captured the arty stack. No wonder you rarely see it. Free guns anyone? :D

Nobody ever won anything by sitting on their @$$e$. Defenders heal for free too and they have ALL of the advantages. Versus mobile units though they may take losses. So, some cavalry is therefore needed to chase down those wounded attackers. Stalemate eh? Sounds like WW1 to me. :D

I find declaring peace causes cities to flip that wouldn't whilst at war. Take town, declare peace, town flips. Take town, stay at war, town is still yours. No other moves or combat random factors used, unless their is some combat that I didn't see.
