I chose the Aztecs to play with, because I wanted to see the fearsome jaguar warriors in action. They have a low attack, but since they can withdraw, they´re not so useless, especially considering how cheap they are. But by the time I was building up my military, they were obsolete! I think they should remain available at least for the duration of the ancient age. This way they are like chariots: obsolete before you use them.

Jaguar warriors can be upgraded in cities with barracks. They lose their second move (and retreat), but then are normal units that can change with the times.

Also, they are not good for escorting settlers. If they lose, they retreat, and the settler is lost. Oops...

I use the Jags as tough scouts. Pump a few of them out and have them go exploring. You can get a ton of those goody huts with them. Also cover a lot of territory quickly.

If you're going to use them early, crank them out of your capitol city with a barracks and use your other cities to expand. Start with about 5-6, and once you're in your golden age, use the time/bonuses to squash your nearest neighbors as quickly as possible, even against spearman you should be able to take cities with enough of them.

I conquered half the globe on a regent game with jaguars. Was using them up until the middle ages - about 1000 AD. Pikeman will defeat them easily.

Until then, the 2 move will mean you don't suffer many casualties. Your cheap, massive, veteran jaguar hordes can easily crush spearmen. Lots of leaders produced too. I'm on 6/7 and only on riflemen. :D An army of jaguars can take out a tough defender (hills, city walls).

Not only that but you can rush temples since aztecs are religous to keep that huge despotism happy.

When jaguars become obsolete just switch them to swordmen. This bogs down your lightning attack but adds a little more punch.
