    I'm not totally sure, but my experience is that yes you must have control of the city. That is, unless the city was recently owned by your vassal, in which case a third option should come saying "Return city to ___".

    I'm a big fan of Legends of Revolution, made by Phungus420. It doesn't limit the eras to pre-Renaissance, but instead it adds onto the Renaissance era, making it a lot more interesting. Maybe take a look at that.

    Regrading all these sneak attacks: Can't you sign peace treaties with huge, backstabbing powers right before a war? As in trade resources, gold, techs, etc? I try to do that whenever I can right before I kill someone nearby so I don't get back stabbed. Am I imagining that working?
