I just re-ran a game, buy this time, I clicked "Exit To Main Menu" instead of Restart when I wasn't fond of the start map, and this time, at victory, I did indeed get the achievements I was intended to receive. I, personally, am leaning towards the issue being the Restart Map button now fully.
