Regardless, the issue is that you don't want to change the screen rez. Solution: run Civ in windowed mode. Don't blame steam for your own hangup on resolution.

You just need to change the resolution in game to match your native screen rez. Simple fix under the Graphics setting of the options.

Or a simple balancing act as you only get three of them, cannot build more if you lose them, and will have a hard time leveling them up. In fact, that's been stated outright.
