Well everything was going right with my game - Me as Hungary have taken Greece,Turkey, Iraq, Iran, Egipt, Arabia. THe Germans were going OK - they took 2-3 cities from France and sign peace with them then they took Jerusalem and Kuwait and then ?!?@?!#>!?3.?! THe Germans capitulated to UK...

The too expensive settlers is not good solution because the AI can bug itself with tring to build unbuildable setlers everywhere at some point. I'm sure that units can be deactivated completely but i don't know how.

IMO we can also go into slavery to be able to whip the last few turns here or there. We are very much over the pop limit so we can whip very heavy

c63 just be aware that te lbs and pike will be upg. to rifles when the war start. Also the knights will be upg. to cav. IMO the biggest treat are the cavs becuase if the AI throw them over one target they could succeed. So my adv. is to use the airships to reduce cav. health on turn 0 of the war.
