In previous Civ versions subs could travel under the ice and now they can't, it was a useful short cut when other shipping has to travel around landmasses.

If you're like me and are mid way through a vanilla game you can disable R&F in the Additional Content menu to continue playing, the only problem is the February vanilla patch installed yesterday so you might see a few oddities.
You can call them what ever makes you happy. Artillery, catapults etc have a promotion class of Siege in the civilopedia and I classify them as Siege units.
Come to think of it I seem to recall a locking problem I had a while ago playing Brasil, there was a wonder involved and I remember spending ages locking and unlocking and being puzzled about what was going on. I still have the save but it was pre-patch.
It does look like the wonder is being ignored, in one of my previous games the wonder was not being ignored but that was pre-patch. Since the new patch I've been away on business trips too much to get any decent hours in.
There's currently 4 dlc's and each of them have one scenario to play, if you have them they'll appear in the ruleset menu. Yes there are community built mods.
