It seems that whenever I've played on a large map with the maximum number of civs(12) , corruption was reasonable since I usually didn't hold that much of the planet. At the end of the game, I held about a fifth of the planet which was enough to win the space race, but didn't find corruption...

I would expect that the really high level of corruption is an error- probably just a typo in the formula. The instructions say that corruption is "minimal" in a democracy, and I hardly consider 90% to be minimal. The corruption is also significantly higher in this game than in AC or CIV2, and...
