Experiencing the same (or something similar). i'm playing with CBP and CSD. i think what happens is, if some other nation fulfills a city-state request, you somehow get negative influence with that city-state.

Oh! Didn't think it'd take that long. Come turn 90 and it finally appeared. So everything works as supposed. Seems like I was just a bit too impatient.

To make testing easier for me: When do you usually see the first unhappiness appear? Is there any as soon as you plop down your first city, or does it take a certain number of turns/number of citizens?
Thing is, i don't have any garrisons in my cities. Played on for a little bit and let a city starve for a couple of turns. still nothing.
i can post the lua log but there dont seem to be any errors in there.
And yes, i did disable/enable support in options file as appropriate.
Just to make sure if I'm experiencing a bug or not: Am I supposed to see the new unhapiness factors right from the start? Because I don't. In the global overview as well as in the economic overview i see only the 1 unhappiness per city listed nothing else. i'm at around turn 60 now. 2 cities...

I tried the quick fix, but unfortunately that didnt solve the problem. Just to make sure: it is the <Type>BUILDING_HALL</Type> in the CSDBuildings.xml file, right? The Villa doesnt give culture anymore now but still gets built instead of Temples, which makes that policy quite useless now when...
Can confirm it says it gives a free tech but doesnt. To clarify: it says so on the wonder splash screen. The tooltip in the city view and in the civilopedia are correct.
Had the same problem in my most recent v137 game. When i saved and reloaded however i suddenly had villas in all my cities. City state diplomacy was enabled in the options file.
The military city bug is also gone in this game, so i guess the first one was just bugged from the beginning.
Leaves the bug with the persian trait as the only feaseable one, since that ability was introduced with the latest patch.
