v142.3 possible bugs

Playing v141, I received the Scout promo opportunity twice after building a third scout.

Can confirm it says it gives a free tech but doesnt. To clarify: it says so on the wonder splash screen. The tooltip in the city view and in the civilopedia are correct.

Not on the same turn. It may have been past 30 turns. I just didn't think it would roll around so quickly. (I wound up with two scout archers and two scouts).

Stretching the definition of a bug, is whoward69's utility included in v142.3? I don't see it.

It works like a song playlist on shuffle that removes each song as it's played. Once all possibilities are exhausted, it resets the playlist. If only the scout opportunity is available, it gives that one. We just need more early opportunities.

A similar bug occured with the splash screen for the Colossus. Just said +1 on coast tiles and nothing else.
