In the current version of my mod the AI proposals don't pop up as they do in singleplayer. There only is a notification that can be removed with a right click or opened with a left click.

You have to make multiple packages for the steam workshop. Remember that you can add dependencies to the mods. But keep in mind that there may be advanced configurations that won't work with dependencies set.

Well can't say anything about that without knowing what mods might by involved.
But endless loops and or null-Pointer exceptions are the most common thing I'd look for.
You can put debug output in all involved lua files (I'd suggest to diff against the original files if any files are replaced)...
The first case sounds like an exception that cancels saving but is caught and causes no crash.
The second case sounds like an endless loop during saving.
I just checked my history. And this tells me, that the dll has changed in december, while the source hasn't. It might be possible that I have messed up my updated in october though, and my source is labeled october update while it resembles the december one...

I won't spend time to support scenarios soon, as they seem to deaktivate dlc's. At the moment I don't have time to work on dlc activation/deactivation.
For all that still want to try to play scenarios in mp: Just make a mod out of the scenario and try. I cannot offer any...

If you encounter any of your mentioned problems: The lua.log and jdhmod.log of the host and the player with the problems would help me a lot identifying and fixing those problems.

Hi Bobert13, as I have written my own MP-Version of perfect world 3 long time ago with options (such as random water %). I recently updated my options with the changes you did to the map and then had sync issues.
The problem was, that the water % was calculated in MapConstants. But...
I had some troubles updating the game inplace. That's why I wrote an external tool instead of modding the dll file to load mods. If you can sort out those problems there shouldn't be any problem doing all the work my mod manager does in the game dll file.

I always waitet for Firaxing fixing MP. Well didn't happen. Perhaps I have time to improve AI after fixing mp games not working with mods and more silly MP AI not working as in SP.
