I'm working through the diplomacy tutorial and have a palace giving me 3 gold per turn and built a monument taking 1 gold maintenance per turn but I'm getting 3 gold per turn. It looks like the maintenance isn't working or am I being daft and missing something?

I know that the unit can be renamed, as can the city, but I was more concerned with the cities and want more text than can fit into the name.
