Building maintenance not working?

I'm working through the diplomacy tutorial and have a palace giving me 3 gold per turn and built a monument taking 1 gold maintenance per turn but I'm getting 3 gold per turn. It looks like the maintenance isn't working or am I being daft and missing something?

Nevermind, found it with a bit of hunting... 67% of costs on tutorial level.
