I don't know for sure but I assume the 5 planet max. is hardcoded, so I would suggest putting a poll up on the official forum (they really do watch those). The 0 planet thing is getting tweaked in the expansion, so you probably have to wait, unless we have some ambitious modders. And the choices...

When you switch government styles you need to have a decent approval to win the election, and keep your party bonuses.

I like this game WAY better then MoO 2 and 3. The only thing I think MoO has over this game is specialized planets. I really liked having the civ. that ate rocks, or lived underwater. Why do all 10 civilizations go for the same kinds of planets?

Actually, the definition of infantry is a foot soldier. So motorized infantry wouldn't really work, but you can get some really cool units, like the last unit available in "Double your Pleasure" Its awesome loads of armor and dual lasers.
