    You're right. And I get it now. The OF :hammers: are unmodified, and then the modifiers for the new build are applied, which makes lots of sense.

    I think they don't, but I'm far from sure :) My guess is that Oxford production will be (base prod. * modifiers + OF) * 2 and not (base prod. + OF) * modifiers * 2, which seems very OP.

    Yes. Why whip on the same turn? Surely you'd get the same result whipping on successive turns, but with the added benefit of extra tiles worked (4 then 2, presuming 2-whips)?
