Not unless one of those units dies. You need 1 iron for every unit you have that needs 1 iron. So if you only have 2 iron you can only have 2 units that require iron. If you mouse over the strategic resources on the top bar you can see how many of each you have and how many are in use.
Lots of trades seem to help. I play on Emperor and although I usually play on island type maps I find that, even if I am sharing my island, unless I am next to a real warmonger as long as I can get through the early stages, frequent trades keep me on good terms with them.
I will probably buy most if not all of them. Even if I begrudge the fact I have to, £5 every month or two is a small price to pay for extra content for a game I get many enjoyable hours out of.
Initially I would make a decision on how to start based on the leader. If I get India, Egypt or Siam come up I know I will be going small empire/culture. Aztecs/Japanese, I'm going war. Someone more in the middle, I will probably REX, possibly taking about my nearest neighbor to free up...
I have found that 2 works best, 1 leaves you short on cash for CS bribes,and 3 ups the policy costs too much. Bear in mind if you are playing a culture you while be filling out the patronage tree so will get a substantial science boost from your city states (at some points over half my research...
There are 4 variations of the Ice age map. Continents, Snaky continents, islands and tiny islands. I found that, at least when playing a peaceful game with 1 or 2 cities:
Continents: AI right on top of you, lucky to get a good second city spot, and good chance that they settle close enough...
Played the Islands variation of the map as that seems to be the best mix of decent land and not having several AIs on top of you. Ended up sharing an island with the Ottomans, but by some miracle managed to keep on good terms with them all game.

I rarely let the computer run my cities for me anymore, which would be why I never managed it again. I had assumed that I must have clicked it while accidentaly holding down some combination of keys that I couldn't replicate.
I have to admit to having to continually go in to cities to re-assign the spies to be scientists or merchants instead is really annoying. It would be really cool if you could set a preference for each different specialist, so it would assign them it that order.
