Ok I had a go at this, wasn't very good at it. I must say i find it much easier to survive in CIV V then in previous games. I didn't have war declared on me once, even though there were atleast two pretty agressive civ-s (from the notices i got). Didn't even find out who one of the civs was and...

Ok just a small thing. I think that baltic states should also get "snow-bonus". Keep up the good work!!!

What about the neutral countries, are they ideologyless? Maybe the neutral countries could have their own ideology.

About the baltic states... The unique unit for them should be forest brothers/ bushwhackers, who are basicly guerilla fighters, who hid themselves in forests from the soviet power. One possibility is that they could be hidden from the enemys in their territory, but they could not be trained...
