Got it to work Thanks for your help guys I have to say this is total amature hour by the developers/QA of civ4. I can't believe I hade to spend 4 hours cleaning up after a patch install.

Well Apparently it installed the whole patch under C:/Windows with all the system files but the reg settings think it's properly installed. What a $%#@ pain in the ass. I don't know what to do to clean this up since I can't properly uninstall?

Thanks that's a good idea I found both patches (1.0.9, 1.5.2)) under user files and tried reinstalling it with no luck. But the weird thing is that the default download location looks like it has full install under it excluding an exe? I did try all this prior and none of it worked...
