This happened to me in my current game with Norway; is there really no way to ever use those units?

No IAP. All civs are unlocked since the start, but some have alternative leaders unlocked by some achievement (i.e. Russia's Lenin is unlocked by winning domination with Russia in a game in which you used a nuke)
