Formation is given to 'gunpowder' units, dragoons are 'mounted' units. Thus, dragoons do not recieve the formation promotion. Check the description on the FF page for masionneuve, I believe it says 'all gundpowder units recieve free formation promotion'
I imagine that they found the bug when building the maps and filed it as low priority to fix, and admittedly its not a huge deal. I do hope they fix it.
They probably opened up the WBS file in notepad and manually edited the data for the edge tile to place the river in that way. I don't...

Dale, all edges crash; top, bottom, left, right (actually I havent tried the right) I could understand if I was trying to place the river along the edge of the tile but I am coming into the edge of the map at a right angle. So the river I am trying to draw is in between two tiles that are on...
I could be wrong but in the XML file (terrain folder) for bonus infos I think you would have to add the peak terrain under the section for silver for it to show there. Peak is listed as a terrain in the terrain info file.
When editing maps in WB any attempt to place a river on a tile along the edge of the map will result in a crash to desktop. I do not remember having this problem in Civ4
Once scenario bug is fixed, great map for Revolutionary War or French-English conflict. Don't let the minimap fool you it is a good map, just looks distorted on mini due to globe warping. Standard size, good amount of room for 3 civs.
This is the Carribean, Large Map Size. I will probably redo this so give feedback if you have it. I got a little more of SA in than I intended to. Not sure if ship moves should be raised for a map of this type and size. Anyway same caveats as in the first post. Enjoy.
