    My experience is that granaries become less important on higher difficulty levels, combined with small maps. It's possible that you'll have to compete with your neighbours for space already after your first 5-7 cities, and in that case, you'll be able to grab more land if you build settlers...

    I think the city center square wouldn't give three commerce unless it's built by a river, so my guess is that there is an invisible river.

    If you're agricultural, you'll get an extra food in the town center in despotism if you settle by the river. Why miss that bonus? I don't think an extra flood plain tile makes up for free aqueduct + extra gold + the food bonus for settling on a river.

    I've seen them use the lux slider at 10% once when I opened an embassy. I think I posted a screenie, which possibly hides many pages back in the "interesting screenshots" discussion. I remember someone confirmed that it actually does happen on rare occasions.
