There's a thing called "JMonkey" that someone is using to make the right kind of thing that seems pretty cool. He's done plenty of groundwork getting it to look like TW but he wants some help with mechanics and grunt work.

My Native America mod has some ideas you might want to look at. I essentially used the same bonuses as the Totem Pole for a "Chief's Hut", which is slightly daft, and then kept the Dog Soldier. It's hardly revolutionary, but I think it fits the Sioux well enough.
