Does this mean I start a normal Civ3 game, save it. Then launch the editor, change the number of civs, save it as a scenario. Then relaunch civ3 and load the saved scenario?

I established a colony ontop of a resource on an island, but the resource was not made available to me. Does a colony need to be connected to my network (via road to a harbor in this case) in order for it to be available to me? Thanks!

I'm having the same problem. In Despotism, I can spend 10% to 80% on Science and Republic is 15 turns away. However, I can see that other techs change from a few turns to many more turns as I change the percentage funds spent on research. So for me right now, it only effects a single...
