I've observed that the resources location will suddenly exhausted, are that rules for it to follow before running out? say, by a randomize way?

what will be included in the civilization3 gamebox? besides the CD, will there be a detailed game guide or data which list out everything like the tech tree? Would you dare to inform me about that with detail? Thanks
