No kidding. This was one of the more significant disconnects for me with the Causus Belli system. There is almost no reason for the computer to keep its promises, and indeed it rarely does in my experience.

Alrighty. This is probably the earliest I've ever attacked the AI in BE, so I wasn't sure if it was normal or if you'd beefed up the strength of the cities since the aliens were so aggressive. I'll try and give your mod another go tomorrowish.

I think they should remove the US Fence quest reward and replace it with a unit upgrade that provides the physical unit with strength so it would have to be attacked and fought rather than just disappearing when a hostile unit steps on it.
I really like your solution. It feels like it fits BE, and the vision of a technic civilization attempting to establish itself on a hostile world. You can assist new cities from the developed one, but only developed cities can make a significant impact on another developed one.
