Doh, my stupid wrong. I unintentionally unchecked the 'independence' victory condition. I'm starting a new game with it on, that should sort the problem. Thanks everyone, for the advice!

I'm currently playing two different games, one as New England and one as the New Netherlands. With the latter, I have an overall revolution rate of 70%, with the former a rate of 53%. When I build an aircraft, I cannot move it at all, whatever direction I try to move it, it refuses to leave the city square. The city I build the aircraft in has an airport. What can I do about this problem? Any help would be very much appreciated. Thnx in advance :)
