I did some work. Using the Editor as a reference, I checked all Civs' SA's , and they all correspond with the chart at http://www.civfanatics.com/civ3infocenter.shtml#civilizations. I do believe the listing on page 161-2 in the Game Manual is NOT what the Editor shows as default.

HOW do you tell a unit's rank when they are in the city? (on the City Screen)???
