You actually do get a full-screen notification, but I agree it's a little misleading. The flavor text doesn't immediately make it clear, and the upper left corner indicates a 'Confrontation' message. You have to look in the lower left to see 'War!' to be sure. This could be made a little more...
Yes, and it's also worth pointing out that one of the most frequent complaints about the AI/diplomacy screens in Civ 5 and Vanilla BE were that the AI was inscrutable and opaque. You'd often have no idea why they'd do the things they'd do, which made them seem schizophrenic and unpredictable...
Same here, my difficulty was Gemini? I think? One of the higher ones. I was making +865 per turn and the Beacon still took 50 turns to activate. I honestly couldn't believe it. During that time, the AI actually managed to build a Mind Flower of its own and I got so paranoid I would lose that...

I'm also confused why they made a change to ultrasonic fences to now only "strongly discourage" aliens from entering tiles instead of preventing it, and it appears to have no effect whatsoever on aquatic aliens.
Others that have persisted since Vanilla:
- Explorer units never stop their running animation, even when stationary.
- You can be offered a "create trade route with station X" and "destroy station X" quest at the same time, and completing one auto-fails the other.

Point of No Return Null has sadly been a bug since vanilla that was never fixed. There's a bunch of them that still exist in RT, including the persistently running Explorer, etc.
Save your money until Rising Tide is patched at least once, possibly twice. There's still too much stuff that's broken for a supposedly 'finished' game. It's truly disappointing that they release their games in this condition; lots of small things that break immersion or just plain don't make...

Disabling movement and battle animations speeds up the game the most. It was a mind-blowing moment for me when someone told me that the game animates *all* the animations in the game, even those covered by unexplored territory and the fog of war.
Really? Here's a list of things that appear to irritate the AI, sometimes to the point of beyond ever being able to be friends:
Being a different affinity. This appears to be the strongest negative driver.
Being a warmonger. Still no idea how this is calculated, and how long it lasts...
