I am having a strange problem I downloaded the merged mod v.51 and the .fpk from Wolfshanze v2.68, I load the mod like any other but it seems no changes have been made all the units appear to be bts v3.13
It would be nice if someone updated JImprovementCultureBorders by jeckel to BTS 3.13 JImprovementCultureBorders uses sdk and xml instead of python which was very slow. After all what is a fort without the ability to base aircraft there?

i don't know how to edit python, i would just like a fort with one square of culture under it so it can be used fully, if someone would tell me how to do this it would be appreciated.
i was playing as Rome no wars were happening, also had open borders with Carthage then without warning war is declared except I supposedly started it? wouldn't i get notified if i had done something to cause war like attack a unit? Also if Carthage attacked me wouldn't it say Carthage declared war?
my point to all this is that ive noticed alot of people want something like a military base, and something that allows you to heal ships without cities move in ground units, and be a base for aircraft is pretty close to something people have wanted.
a specialized ship would be used to build the airfield in the water terrain, and land units could airlift onto the airfield then next turn move onto land like a port maybe someone could make graphics to replace the regular airfield graphics. dont know what to use instead but im sure someone could.
Perhaps a better way to take advantage of airfields is by builing one in coast next to land moving a ship onto it and then airdroping is onto the land to heal this keeps movement more normal since the ship's operational range could be 1 and it could only do this at the beggining of a turn, also...
This may have come up before but naval units can be rebased onto an airfield and CAN HEAL, so its like having a naval base. However ships then have messed up and unrealisitic movement abilities, i can only assume how the AI would use this probably to run away even faster.
