Definitely worth the purchase! The great new civs, plus the ability to have units automatically routed to locations after being build both add immensely to the single player game. The new units are pretty cool too.

The AI does build harbors. What you may be lacking is you have to have a clear route to them i.e. the territory must be explored from their harbor to yours. Trade for world maps to "explore" this territory without having to build the ships and map it out yourself.

Just a guess, but you have to build a road before you can build railroad tracks on a square. Did you build the road first?
Civ is addictive as hell. Many a night I've played all night in Civ 1, 2, and a few in Civ 3 (including last Saturday night). Curse you Sid!! Heh.
The way resources is handled is very nice. Nothing like getting steampower only to realize you have no coal, then scrambling to try to lock some up.

The palace's culture impact gets larger and larger with age, since you have it from turn 1 on. Therefore, building a new one somewhere else had better be for a damn good reason. Having said that, I really like the thought of rush building it with a leader on another continent to improve...
Personally, I would call off the dogs and work on developing my own civilization at that point. If you're deadset on a military victory, build an airport in that one city and airlift all of your ground forces across. Good Luck!!
